Older Models Ratings

I am thinking of purchasing a second hand upper middle level TV from a year or prior, but I am confused about the ratings. Can the ratings be compared to the newer models? Like a 8.1 TV from 2019 can compare to 8.1 from 2021?

Does Rtings adjust the rating each year for older models?
